Most "real" jazz guitarists would object that I teach phrasing before I teach scales or simple melodic ideas. I teach phrasing first because I can't emphasize enough how important phrasing is. Phrasing is as important as timing. You have to match your melodic ideas with proper length and rhythm for your ideas to work well in the jazz context.
