What's behind the difficulty ratings?

I've been keeping myself to the 1 and 2 guitar rated songs, probably mostly guided by trying a 3 guitar song in my first week and going woah, too much.

I've since picked up a couple of three guitar songs based on recommendations in the in the forum and have gotten a bit confused about how the difficulty actually works.

For example, You are My Sunshine (Johnny Cash version) with Caren Armstrong as the instructor is rated as a 3, but I found learning the note picking pretty tricky to learn. On the other hand, Have you Ever Hear the Rain with Mike Olekshy is rated as 3 stars, but seems easy as. Its basic chords and standard strumming so I was pretty surprised by its rating.

Just curious really. I guess I should be braver and just have a listen to the songs I like, but would also like to know a bit more about what the guitar ratings tells me.
